Not everyone is happy with accountability systems like NYPD’s Compstat.  Sounds like some serious statistical work is getting done though:

The NYPD, however, does not merely sample among its reporting units; it
audits each command twice a year and samples every crime category
within that command, observed New York University professor Dennis
Smith and SUNY Albany professor Robert Purtell in their 2005 study.

That’s stratified sampling with a vengance!
