No wonder California is going broke

The City of San Francisco seems unable to manage its $6.6 billion budget.  How the heck does San Antonio make it on $885 million?  (Just for a quickie comparison, San Francisco has a population of 808,976 compared to San Antonio’s 1,351,305).
